The Challenge
The General Tax Directorate is one of the most important institutions under the direction of Ministry of Finance. It manages hundreds of thousands of taxpayers through representative branches all over Albania. Its performance is directly related to the finances of Albania. The challenge that this directorate introduced in 2009, was the necessity for an encompassing system that would create a clear picture of their large activity. They needed to study their subject’s trends, perform comparative analysis, plan their budget accordingly and then follow up the process development. They needed a centralized, standardized, high capacity system, with updated information. The General Tax Directorate needed a system with high level of accuracy and security since the information under consideration is very sensitive. They needed an alert system with high availability, performing 24/7. Finally, they needed a solution that would provide contemporary reporting and analytical tools to increase efficiency, and improve decision making.
The Solution
Konsort proposed and developed a new Reporting System based on Data Warehouse architecture.
The implemented solution was built on Oracle RDBMS and IBM ETL technology. The system is designed to extract, clean, transform, enrich, and load the incoming data from different operational systems’ sources, and finally to store the structured information in a centralized database. The system has a complex background but is very user friendly. It offers great security mechanisms. The automation of processes guarantees accuracy. The solution provides a variety of reporting analytical tools used to improve decision making.
Konsort applied its strict methodology in defining the problem, developing the solution and successfully implementing it in less than 6 months. Konsort incorporated the General Tax Directorate’s users by training them and integrated the existing system to the new solution by extending its hardware and its server infrastructure.
The Result
With the solution that Konsort introduced and developed, the General Tax Directorate possesses a system that represents innovation in the public sector. This system is helping the management in the process of analyzing, planning and inspecting the flow of their resources. The solution, through its reporting and analytical tools, has improved decision making and increased transparency, quality and efficiency of General Tax Directorate’s services. The system is predicted to have an immediate impact on the increase of revenue for the Albanian state.
